Officially known as the Full Employment and Balanced Growth Act of 1978, the Humphrey-Hawkins act was first proposed by Sen. Hubert Humphrey and Rep. Augustus Hawkins. The act also requires that the Fed head report on and deliver a monetary report to Congress semiannually. While it's not clear how much he enjoys delivering six hours of testimony, he did say earlier this year that his idea of fun was "a really great inflation report."

CNN —Israeli Prime Minister Benjamin Netanyahu on Saturday rejected calls for Palestinian sovereignty following talks with US President Joe Biden on post-war Gaza. Netanyahu said Israel’s need for security control over all territory west of Jordan is incompatible with the existence of a Palestinian state. Biden administration officials have recently been engaged in discussions about a future demilitarized Palestinian state, an idea the US president finds “intriguing,” the source said. It remains an open question how post-war Gaza will be governed but Netanyahu has had long-standing objections to a two-state solution. He and far-right National Security Minister Itamar Ben Gvir sparked anger when advocating for the resettlement of Palestinians outside the Gaza Strip.

Since 2000, American consumers have paid an estimated $280 billion in bank overdraft fees, according to CFPB data. During that time, the annual revenue big banks derived from overdraft fees soared, helped along by the boom in consumer debit cards tied directly to checking accounts. Taken together, these banks typically account for more than 80% of the overdraft fees charged in any given year. Banking trade groups deeply opposed to any changes in the overdraft rules have already begun to mobilize opposition, which is only expected to grow.

Federal agencies will stop all actions deemed non-essential, and millions of federal employees, including members of the military, won't receive paychecks. A shutdown happens when Congress fails to pass some type of funding legislation that is signed into law by the president. Section 702 of the Foreign Intelligence Surveillance Act, or FISA, allows the government to conduct targeted surveillance of foreign nationals living outside the U.S. without needing to obtain a warrant. As recently as this month, a court opinion disclosed that FBI employees wrongly searched foreign surveillance data for the last names of a U.S. senator and a state senator. But data on U.S. citizens is still collected when they interact with a foreign surveillance target — that's known as "incidental" collection. Lawmakers from both sides have said they won't vote to renew the provision unless major changes are made in how the FBI uses foreign surveillance data to investigate Americans. "And that means first and foremost addressing the warrantless surveillance of Americans in violation of the Fourth Amendment."

To cover deposit outflows, the lender had to borrow heavily at high rates from the Federal Reserve, the Federal Home Loan Bank and JPMorgan Chase & Co., in addition to the $30 billion that JPMorgan and 10 of the other largest banks deposited at the bank in an effort to rescue it. Total borrowings peaked at $138.1 billion on March 15, declining to $104 billion as of April 21, the bank said in its quarterly earnings statement on Monday.
